In the first, you are the active person that offers something, in the second one you are “receiving” something
There is probably a better explication though hahaha
jemandem etwas zur Verfügung stellen
-> includes always the actor who offers as subject of the sentence
zur Verfügung stehen
-> includes always the object which is offered as subject of the sentence
the same applies also generally for ‘stellen’ oder ‘stehen’
-> der Mann stellt den Stuhl auf den Boden (der Mann as actor, as sentence-subject)
-> der Stuhl steht auf dem Boden (der Stuhl as object, as sentence-subject)
