What is the best method for submitting bug reports?

I searched the help section and here in community and could not find it. To be clear, I am not asking about language issues, but rather a code bug that has been presented to me as a user. I have a screen cap and the timely URL.

It was a low sev bug, nothing was broken. Some mark-up code was not processed correctly.
